The University System of Maryland (USM) engages in an open, competitive and inclusive procurement process and fully supports the State of Maryland's efforts to increase opportunities for minority and women owned businesses to conduct business with the State in general and the System in particular.

The Strategic Sourcing Procurement Center (SSPC) is an initiative of the University System of Maryland Collaborative Services, designed to transform procurement operations across our institutions. Our mission is to deliver streamlined, cost-effective, and innovative procurement solutions that drive value for the USM community.
Eleven USM institutions have procurement authority and manage procurement offices and day-to-day procurement business operations. Each of these institutions have certain authority as defined by USM Procurement Policies and Procedures. The eleven institutions with procurement offices are:
MEEC provides its members with contracts to efficiently purchase IT hardware, software, and technology related services at outstanding values. Membership to MEEC
is open to public and private K-20 educational institutions, federal institutions, and public libraries in the state of Maryland.
