USM Board of Regents Meets on Friday, June 13
Baltimore, Md. (June 11, 2025) – The University System of Maryland (USM) Board of Regents will meet at 8 a.m. on Friday, June 13.
The board will convene at the University System of Maryland at Hagerstown, in the Hospitality Center (Banquet Hall).

Members of the public who wish to comment during the public comment period of the meeting are asked to email their comments in advance of the meeting to the following email address: regents@usmd.edu.
The board will briefly recognize the winners of the Board of Regents Student Excellence Scholarship, who were honored at a ceremony on May 18. The board will hear an educational forum, “Tackling Complexity: USM Research at the Interaction of Science and Society,” presented by USM Vice Chancellor for Research and Economic Development Michele Masucci.
The board will vote on several action items, including the fiscal year (FY) 2026 schedule of tuition and mandatory fees and the FY 2026 operating budget. The committee also will vote on the FY 2026 System-Funded Construction Program request and the 47th bond resolution for auxiliary facility and tuition revenue bonds.
The board also will hear reports from the councils of university system presidents, faculty, staff, and students. The final item of the public session will be a vote on whether to reconvene in closed session to discuss items exempted from public consideration under the Open Meetings Act.
Exempted items include meetings with two presidents as part of their performance reviews; awarding of contracts for services for dining and compensation consulting; a real property acquisition request by an institution; discussion of the FY 2027 capital budget and a proposed five-year Capital Improvement Program; requests by institutions to name facilities after individuals; update on the status of collective bargaining at USM institutions; negotiation briefings regarding two institutional labor MOUs; information update regarding specific personnel contracts; an individual personnel matter at an institution; annual review discussion of the USMO senior staff, Presidents, and Chancellor; and discussion with legal counsel about the implications of recent federal actions.
