USM Names Director of Legislative Affairs
Janet Q. Bacon, former deputy director of administration for the
Maryland Division of Parole and Probation, has been named director of
legislative affairs for the University System of Maryland. Bacon began her
new position on December 4.
Bacon, who has more than 20 years'
administrative experience in budgetary and legislative affairs for the state,
will assist USM Associate Vice Chancellor for State Relations Frank Komenda
in the development and implementation of the USM's legislative agenda. That
agenda includes the capital and operating budgets for the USM's 13
institutions of higher education, as well as various legislative efforts that
impact USM students, faculty, staff, and programs. Bacon's appointment fills
a staff vacancy in the USM Office.
USM Chancellor Donald N. Langenberg
welcomed Bacon's arrival, saying her analytical skills and extensive
experience in state government will serve the System well in
Annapolis.
"We're extraordinarily fortunate to have someone at Janet's
level come over to the System to assist us," Langenberg said. "Between Janet
and Frank Komenda, we have one of the best, most experienced legislative
teams of any public institution in Maryland. I'm confident that this
appointment means that we're going to get even more positive things done for
our institutions."
Bacon served as a deputy director for Parole and
Probation beginning in 1995. In that role, she directed the preparation of
the division's $65 million budget for 1,400 employees and monitored its
expenditures. She also negotiated contracts and agreements with various
federal and state agencies, and directed the human resources and information
technology operations for the division. She provided oversight for the
collection and disbursement of millions of dollars in reimbursement and
supervision fees for the agency.
Prior to that position, Bacon served as
assistant director of the Bureau of Special Operations for the Parole and
Probation Division, from 1991 to1995. Before that, she served as an
administrator for the Maryland Parole Commission for 12 years beginning in
1979.
Bacon holds a master's degree in criminal justice from the
University of Baltimore and a bachelor's degree in French from Morgan State
College. She resides in Baltimore.
