Regents' Finance Committee Recommends Support for Collective
Bargaining Legislation
The University System of Maryland (USM) Board of Regents' Committee on Finance
today recommended that the full USM Board of Regents support the concept of
collective bargaining rights for university staff on a System-wide basis. In
addition, the Committee recommended that legislation providing such rights
recognize the unique needs of each of the USM institutions by providing for
strong institution-specific sub-agreements.
Today's action was taken in anticipation of Governor Parris N. Glendening
proposing collective bargaining legislation for university staff to the
General Assembly in its upcoming session. It is expected that, in general, the
legislation will grant university staff the same rights that other state
employees now have to select a bargaining representative, usually a union, to
represent them in negotiations over wages, hours, and other terms and
conditions of employment.
